Saying at the grave of Rasulullah [sallallaahu alayhi wasallam]:
"Yaa Rasoolallah [salla llaahu `alayhi wa sallam], pray for rain
[istisqa] for your Ummat, for verily, they have been devastated
and are near annihilation."

عن مالك الدار قال: و كان خازن عمر [رضي الله عنه] على الطعام، قال: أصاب الناس
قحط في زمن عمر [رضي الله عنه]، فجاء رجل إلى قبر النبي صلى الله عليه و سلم
فقال: يا رسول الله! استسق لأمتك فانهم قد هلكوا، فأتى الرجل في المنام فقيل له: ائت
عمر فأقرئه السلام، و أخبره أنكم مستسقيون و قل له: عليك الكيس! عليك الكيس! فأتى
عمر [رضي الله عنه] فأخبره فبكى عمر ثم قال: يا رب لا آلو إلا ما عجزت عنه. _ ابن
أبي شيبة، بيهقي في دلائل النبوة، فتح الباري؛ حديث صحيح  


Hadrat Maalik al-Daar, the treasurer of food during the time of
Sayyiduna 'Umar ibn al-Khattaab [radi allaahu anhu], reports that
once the people had been experiencing a drought in the era of
Sayyiduna Umar [radi allaahu anhu],
a man went to the grave of
Rasulullah [sallallaahu alayhi wasallam] and said, ‘Yaa
Rasoolallah [salla llaahu `alayhi wa sallam], pray for rain [istisqa]
for your Ummat, for verily, they have been devastated and are near
annihilation.’
Thereafter, Rasoolallah [salla llaahu `alayhi wa
sallam] appeared in the person's dream and told him: Go to Umar
[radhiallaahu anhu], say Salaam to him, and inform him that you
all will receive rain; and say to him: 'Be astute!’, 'Be astute!’. So he
went to Umar [radi allaahu 'anhu] and informed him. Sayyiduna
Umar cried, then said: ‘O My Lord, I will not leave out anything,
except what I am unable to do.’
(Musannaf ibn Abi Shaybah vol.12 pg.31-32; Dalaailun-nubuwwah
of Imaam Bayhaqi vol.7 pg.47). Hafiz ibn Katheer [ra] has stated
that the chain of narrators is ‘good and strong’ (Musnadul
Faarooq vol.1 pg.223). Hafiz ibn Hajar has also indicated to its
authenticity in Fathul Bari.
